Temporary Staffing Services

91¶ÌÊÓƵ State University has a purchasing agreement for providing temporary staff. This contract is administered by the Department of Human Resources and the Department of Procurement and Contract Services. Vehicle Rental

91¶ÌÊÓƵ State University participates in vehicle rental agreements with Enterprise/National and Hertz through the Inter-University Council Purchasing Group (IUCPG). Both suppliers remain available for authorized university business travel, subject to driver eligibility and insurance requirements.

Important change for drivers ages 18–20

Effective November 1, 2026, Enterprise/National will not provide the insurance coverage required for drivers ages 18–20 under the university rental agreement. Travelers in this age group must use Hertz for approved university business rentals. Supplemental insurance cannot be purchased through Enterprise/National to resolve this coverage restriction.

This requirement applies to all drivers, including additional drivers, and to all university business rentals, including local travel, field trips, athletics and student organization travel.

Before you reserve a vehicle

  1. Confirm the age and eligibility of every driver, including additional drivers.
  2. Complete 91¶ÌÊÓƵ State’s driver approval process. The driver application must be completed at least five days before vehicle use, and the individual must receive approved-driver status before driving. For details regarding this contract and how to rent a vehicle, visit the Vehicle Rental Information (faculty/staff login required)* page and log in with your campus username and password.
  3. For a driver ages 18–20, arrange the reservation through Hertz under the applicable university rental agreement. Do not reserve through Enterprise/National, even if someone age 21 or older makes the reservation.
  4. Check existing bookings for travel beginning November 1, 2026, or later and change reservations that do not meet these requirements.
  5. Review  and the Driver Resources webpage for approved-driver rules, insurance information, and accident reporting requirements.

Inter-University Council Purchasing Group Contracts (IUCPG)

The IUCPG is a purchasing consortium comprised of the purchasing officers of the state institutions of higher education and operates under the requirements of the current appropriation legislation, The Ohio Revised Code, and the by-laws of each institution's board of trustees.

The issued by the Inter-University Council Purchasing Group provide an open and competitive forum for all interested vendors, comply with competitive bidding principles, and provide significant cost savings and increased services to member institutions. Members are not required to purchase from the price agreements, but they provide a benchmark to assist the schools in their purchasing needs.
